Not so clear, however, are the factors involved that had brought about these processes of rationalization and centralization. Was it only war that mattered? Or, as Gorski and others would propose, do we have to take into consideration other factors as well (social and cultural, for example)?

The same problem continued, on a more costly scale, when both the national state and regional states began to attempt railways connecting the highlands to the river. Multiple projects were attempted, once again with dispersion of resources and little success. This problem of prioritization continued in the twentieth century, with railroads and then highways, even under a centralist regime, because every region pressed for attention to its particular project.

The chapter is organized in four sections. The first section discusses some aspects of the theory of state and nation building in rhe historical and sociological literature. Section two attempts to show that the onerous task of creating viable states in the Americas should not be interpreted cursorily as "exceptional," because even in the most successful European cases nation and state building was a slow and uneven process. The third section discusses the fact that the revolutionary origins of political independence in both British and Spanish America were certainly not favorable for building strong states, and this should be taken into account in order to construct meaningful comparisons, even if it goes against some common assumptions.
