Feverish preparations for the meeting now began. It was in these, rather than in the acceptance as such, that the Austrians committed the first of a whole series of questionable tactical manreuvres. The Tavs affair had been such a gross breach of Hitler's 1936 pledge of 'non-interference' that Schuschnigg, despite all the obvious inequalities of the Austro-German equation, could go to Berchtesgaden with a clear bargaining advantage. Papen's jumpy enquiries about the matter in Vienna, and the even jumpier precautionary counter-measures reported from Goebbels' propaganda machine in Berlin, had revealed German fears of publicity clearly enough.

There was nothing outrageous in these suggestions to Schuschnigg's eyes. He still liked and respected Seyss-Inquart, and held him to be as loyal an Austrian as any devoted panGerman could be. The mistake was not to see how little loyalty that condition had, in fact, left his friend to play with. An even graver error, of course, was to offer Hitler such concessions so far in advance. These juicy morsels, which were meant to appease the FOOrer's appetite, only served to sharpen it. For the moment, however, Hitler had other prey to devour at home.
